The cut-off marks are defined based on several factors such as the number of seats available, the number of applicants who have applied, exam difficulty level, college ranking, and the cut-off of the previous year, the candidate's category, etc.

It is not possible to book every top IIT college seat in the Round-1 JoSAA counseling process. So if you don't get a seat in the Round 1 IIT cutoff then still there can be a chance to get top IIT Colleges in the second round of JoSAA counseling.
